I think you're confusing the the terms "telnet" and "shell access".
telnet is a network protocol (tcp port 23)
ss is a secure version of telent (tcp port 22), encrypted.
you've just disabled telnet, so, by definition access via telnet (cleartext
tcp connection on port 23) is disabled.
you can _only_ now get shell access via ssh. try puTTY as a good telnet/ssh
client for windows.
does this make sense?
