Unless you are going to deny chmod, you need no entry at all
So the post by Craig St George was correct..
You can just hash out chmod
#AllowChmod on
Or just delete the line!
Although the
<Limit SITE_CHMOD>
AllowAll
</Limit>
works, here again unless you use DenyAll, it is redundant
