Does anyone know exactly what security fix / patch originally resolved
this issue?

Whoops - forgot to completely list all the regex pieces!

The full series of allowed characters in an email address, according to
the netutil_test_emailaddr sub in Netutil.pm is:

A-Z, a-z, 0-9, and .-_{}*+/=?^`|~
