I have been in direct contact with VIA as I need those mainboards to build
some low cost fanless system.

You can currently only buy EPIA boards, which are based on the EDEN 1000
plattform specification. They do include both SVGA and video out.

You can eiher buy them with an Eden processor or with a C3 processor - they
actually differ only in the power consumption and in the clock rate.

This is what a VIA executive states:

The EPIA mainboards you can currently buy are the following:

The C3 processor consumes a little bit more power than the EDEN, but can be
operated fanlessly without problem, so it seems to be a better choice for a
replacement on a Cobalt.
