/etc/logrotate.d/ and /etc/logrotate.onboot/
Make the changes in one and cp the new file over to the other directory.

No. Too much stuff involved with the cobalt sauce. You're better off leaving
it alone and configuring each /etc/logrotate.d/site# file by hand. One
caveat, if you do make changes to /etc/logroate.d/site# files, any changes
you make to the site quota in the GUI will overwrite them. So, back them up.
