cat /proc/bw_mgmt/tot_cnt

When you use cat /proc/bw_mgmt/tot_cnt, it gives you averages and a total. For what time frame are these? Is it the averages and total for the last month, year, life of system??? Is there a way to request the averages and total for a certain time frame? For example, could I reqeust the average and total for May 1st thru May 31st?
