It appears as if the man page for the cobalt/adduser is called
"cadduser".
If so, then you're missing the "d" commandline option; my guess is that
cobalt/adduser needs that to know which quotas to use. Otherwise my
guess is it presumes 0 for the site quota, and any quota you give it is
going to be too much.
