Just a quick thought, could the person trying to access the page be 
using an old browser version? A version that can't accept cookies or 
java scripts? When I get to the office tomorrow, I'll test that theory, 
when we design a website, we like to test it on as old a browser as 
possible to see how it works and looks and with some if them, if we are 
using some sort of code that the old browser can't load, it does 
strange things.
