Chris, you can use the CMU (Cobalt Migration Utility) to generate XML files
which contain most of the data you need. The CMU is downloadable from the
Cobalt site - you can probably find it easily there or by searching the
archives for the URL. Once you run the CMU export tool and have the data in
XML format you can write a script to parse the data files and do your dirty
work. You might even be able to hack the CMU import tool to do what you
need. When backing up to a non-Cobalt system I've always written my own
scripts to backup the necessary files, extracted them and done most of the
user/group creation manually, but with a mass migration you should be able
to automate much of it. Good luck.
