Well I can see it fine from here - but doing some checking is it
actually running on a cobalt ?
Linux
Apache/1.3.6 (Unix) mod_perl/1.21 mod_ssl/2.2.8 OpenSSL/0.9.2b

Which ISP does your customer have the problem with I suspect this is a
UK thing based on the time. I'm with Demon with no issues and a quick
play with Visualroute (www.visualroute.com) shows the routing going
though uunet/pipex. You probably need to go though the logs whilst
getting someone to make some requests while connected, get them to try
the telnet suggestion made earlier and then come back with the results
(as long as it is a Cobalt box that is otherwise it could be so many
other things.

Gavin
ps if it is a Cobalt Box I think you need to do some updates - if its
not you need to upgrade Apache 1.3.6 is very old
