Try a reboot first. I'm not exactly sure why this happens but I've
seen httpd just, well, park, on a bunch of a RAQs for no apparent
reason. Happened here on a client's RAQ3 just this past Saturday.
Restarting httpd doesn't always work when this happens - seems to be
hung processes that the kill command doesn't kill. My guess is that
it's some kind of memory management problem.
You can kill all the httpds manually but, even if you do, it
sometimes won't start back up properly.
The only fix I know is a reboot.
