Well, /usr/local/sbin/poprelayd merely reads the pop login logs from maillog
and puts the ip address of the latest login in popip.db with a time of 0

/usr/local/sbin/poprelayd -p
will show the contents of /etc/mail/popip.db
ip.ad.re.ss 600
the address and the number of seconds counting up.
