nope, any site admin can install cgi's if they are allowed, formmail
will happily mail for anyone....
Also, make sure you have the stuff in the control panel for email
configured correctly...
If they aren't going to charge you much , it may be worth spending the
money, provided they tell you what you did wrong, it's cheaper than
looking for a new ISP if you keep having the same problem :)
