Check your IP at
http://relays.osirusoft.com/cgi-bin/rbcheck.cgi?addr=xx.xx.xx.xx with
your IP instead of the xx. You'll see if it's listed. You can also check
http://relays.visi.com/nph-l chances are it will be listed in one of
those places if it's been used to relay spam. You don't need your ISP to
fix it for you. If it's a RaQ it's not open by default. Either it's
software you installed or it's been hacked.
