Things may have changed, Gerald, but the last time I visited that
question, a few years ago, a Puerto Rican friend of mine told me he had
to pay income tax only while residing in a U.S. state or the District of
Columbia; that while living in Puerto Rico he didn't have to pay U.S.
income tax.
