Did you kill the running process? or
run
/etc/rc.d/init.d/inet restart
or
/etc/rc.d/init.d/inet hard-restart
Why are you running nntp, sunrcp and tcpmux?
I like to use chkconfig to turn things on and off....
man chkconfig
You always need to kill running processes though
