I hate to disagree, but nameservers don't generally have an order to
them, they send a request and see who answers first.
I'd go for changing the slave first, since if the master screws up, the
slave will try to refresh its zone and then fail.
(note, easier notation to use Master & slave(s) when referring to
nameservers, avoids the primary/secondary confusion)
