High mail loads will slow down everything else.

The timeout variable is in the PHP INI file.

	max_execution_time

I'm not sure that you'd want to set that to an insanely high
value, but you can.

"connect to the RAQ's SMTP directly" is a misnomer.  I believe
you mean a program that directly sends mail without relying on
Sendmail?

In which case, see my original post.  bulk_mailer groups and
sorts mail for Sendmail.  Qmail, Postfix, and Exim are known for
being faster than Sendmail.

Being an install-from-source person, I can't off the top of my
head speak to package availability, but I'd say that Postfix is
probably the easiest to set up.  YMMV.
