See developer.cobalt.com. There's a PDF there explaining how to create a
PKG file. In a nutshell, PKG files contain RPMs and shell scripts so
knowing how to build an RPM or at least write a shell script is essentially
a prerequisite. The PKG file must contain at least one RPM - you can get
away with creating a PKG file with a dummy null RPM as a workaround.
