Relatively. There have been occasional issues reported with Front Page
Extensions, users already existing, etc. But in general, it works.

My recollection is that it's been the old IP#, but you can simply change
it to the new one, if that's the case.

Possibly; are there any user conflicts? You may have to stop and
restart Front Page Extensions. You may have to change the IP#.
Pretty easily done, though.

Meta-verify checks your RaQs actual configuration as returned by the
data files with the presumed configuration, as contained in the
postgreSQL database.
