The maximum message size can be set using the control panel GUI.  On my RaQ4, 
 I start the control panel, and then click on the "Control Panel" option in 
the menu on the left size of the screen.   From there, click on the 
"parameters" linnk beside the term "mail server".  You'll then see "Maximum 
Message Size (MB)".  Put the size there and save your changes.

As for the max size per site, etc.  I don't think you can change that from 
the GUI (and I'm not sure if you can change it at all).
