I guess I'll be picking up the server this morning and attempt a direct
connection through the Null modem cable as you suggested.
Once I make the connection how should I proceed? Assuming I'm able to
connect that way.
I guess if for some reason I'm not able to connect maybe it's time to
re-install the O/S?
Again any input is appreciated.

Jerry, I'll take it you either don't have SSH installed or you can't login
via SSH either. Though even if you could, this kind of troubleshooting is
going to be difficult to impossible to do over a mailing list. The natural
first things to check the Apache error logs, start Apache, check the logs
again and possibly re-install Apache from the RPMs on the Cobalt FTP site.

Of course, to find out what the problem is and correct it you would need
shell accesss (as in SSH or telnet). If the GUI was accessible I'd have
advice for gaining access, but since it's not your options are SSH or to
connect a PC or laptop via null modem cable to the serial port on the RaQ.
Of course, that means you need physical access.

See above, hopefully the colo tech is skilled.

If you can't get SSH access and the colo tech can't connect via the serial
port and correct the problem, I'm afraid you're options are having the colo
tech do a OS re-install (assuming he/she is capable), having someone
experienced walk the colo tech through it over the phone or having the colo
pack up the server and ship to someone who knows what they're doing.
