Cobalt sustaining is working on a package file to resolve this.

Our testing cycle passed pop-before-smtp relaying.  I am unsure at the
moment what is different about Qubes with the failed service.  

Regardless of why, I do have scripts and instructions that will safely
restore pop-before-smtp relaying on a Qube.  Please email me for those 
scripts if you're in dire straights because of this bug.
