By default, yes.  There are plenty of configuration options you can control,
including paramaters to make the list moderated and/or limit who can post to
it.  In order to do so you need to edit the list config file manually via
the shell or email majordomo and send a request for the config file which
will be returned to you via email and which you can fire back with your
changes.  I suggest looking over the config file parameters at and/or
visiting the Majordomo site, mailing list or mailing list archives.
