Paul, what makes you think the script is restarting Apache that runs on port
80?  /etc/rc.d/init.d/admserv contains no code to do so, unless yours has
been modified.  At least on the RaQ4...you didn't mention the model you're
referring to.  Cobalt has scripts that check if basic services are down and
attempts to restart them.  Is it possible that what you're seeing is just
the server automatically restarting Apache on port 80?  Please go through
your process again and

tail -f /var/log/httpd/error

to see what Apache reports when you do a restart of the admin server.  Be
sure that Apache on port 80 is stopped /etc/rc.d/init.d/httpd stop and see
if it responds immediately after your test.  If you've done all this already
