Spammers use "double opt-in" to make it sound like the person has to
sign up twice. To quote someone from news:news.admin.net-abuse.email:

"If I slide my debit card through the machine to pay for my groceries,
I am required to enter a pin number to verify that the resources
connected with that debit card are actually mine. Nobody calls this
a "double payment" even though two actions were necessary on
my part before payment is accepted."

"Confirmed OPT-IN" or "Forgery-proof OPT-IN" is more correct.
