It is about relaying!
It is relaying from the IP address the user is using, to your server or 
whever the guy is sending email to.

If your users are using outlook
have them login when sending mail.

Tools->Accounts->Mail
select acccount
properties->servers->Outgoing Mail Server ->
check my server requires authenticaiton.
