As a rule that is correct,
If it is a new domain and you haven't tried to use it , might be faster.
first do a whois lookup, unitil you see the correct nameservers listed.
then goto http://www.his.com/cgi-bin/nslookup
and see if it resolves.
You can use it yourself by putting it in the /etc/hosts (*nix) hosts (win)
