Short answer is no. Long answer is that there are ways to achieve your goal
using the PHP directive auto_append_file, Apache mod_rewrite in conjunction
with a PHP script, several different Apache modules or a script to actually
embed code within the site's webpages. All have their pluses and minuses
and the solution you choose really depends on a number of factors. This
isn't really Cobalt related and it can get pretty detailed so if you want to
discuss contact me off-list.
