SPEWS doesn't block anything, nor does any list. It's just a list. Use
it as you see fit. SPEWS posts explanations for all the listings.
Judging by the whines in news:news.admin.net-abuse.email from those
listed there, it's having the desired effect on hosting services that
take no action on their spamming customers. Unfortunately there's
collateral damage to the non-spamming customers, but if you live next
door to a crack house, don't expect Pizza Hut to deliver, or the rest of
the Internet to want to accept traffic from your neighborhood. SPEWS is
a last resort to force hosts to behave or to end up with an Intranet.
When hosts find their only customers are spammers, liars and thieves,
they can make the choice to stay in that business or "play nice" with
the rest of the Internet and keep their honest customers.
