I see "Web Access by Domain" on a RaQ3, not on a RaQ 4.
On the RaQ3, checking "Web Access by Domain" simply means that if you've
got an A record for both www.domain.com and for domain.com, then you can
type either into your browser. Without it being checked, domain.com
won't work in your browser. However, even if you type in domain.com,
apache will rewrite it so your browser will show http://www.domain.com
after you've actually contacted the site.
There's more flexibility on a RaQ4, you can actually enter any domain
into Web Server Alias. But you do have to have an A record.
We use this for example, to set up www.ezwebusa.com as follows:
Host Name: www
Domain Name: ezwebusa.com
Web Server Aliases: ezwebusa.com, www.ezwebusa.net, ezwebusa.net
That way it doesn't matter if the user types www.ezwebusa.com,
ezwebusa.com, www.ezwebusa.net, or ezwebusa.net into his/her browser;
s/he'll still get to our www.ezwebusa.com site (and yes his/her browser
will change to show www.ezwebusa.com).
We also enter the following:
Email Server Aliases: ezwebusa.com, ezwebusa.net
So all email addressed to anyone@xxxxxxxxxxxx will end up in the same
mailbox as ezwebusa.com.

On either the RaQ3 or RaQ4, the site that actually resolves will be
www.domain.com, and that's the site that'll get the hits.
