If any files are owned by root then the vsite admin can't overwrite the

On my Raq4 the log files are already owned by user root and group siteXX....
so it adds against the quota, but the user can't control the log files
Is it supposed to be different? ie. owned by siteadm and site group? so that
the siteadm can delete as appropriate, or wholy by root:nobody so its
considered completely internal.
