.htaccess file usage is disabled by default on the RaQ4 for security
reasons. If you need to re-enable it, you will need to edit the web server
configuration files directly.
The file you need to edit is " /etc/httpd/conf/access.conf ".
Near the top of this file, there is a line that reads as follows:

AllowOverride None

That is the line that disables the usage of .htaccess files. Please refer to
the Documentation for the Apache Web Werver for the various options that
this can be set to. Once you've made your changes, close the file, making
sure that you save your changes, and then reboot the server.

I then found out how to make it only for one virtual site using the
<directory> tag.  It works but I am worried about security a little, all I
wanted to do was allow the rewriteengine to work with .htaccess in a
specific virtual directory... AllowOverride All is a little much... but I
have not been able to find something that just allows the rewriteengine.

Did you modify the access.conf as outlined in the Cobalt knowledge base?
