By user, do you mean the site-admin?

Delete:  Probably not.  Because the Cobalt allows multiple site-admins,
the directories are writable by anyone in the site's group.  FTP access
is controlled by the root directory ftp allows you; it allows the site
admin access to all the site's directories.

The ability to delete is based on having write access to the directory. 
Since the directory offers write access to the site admin, s/he can most
likely delete any file in the directory.  You can't change group
ownership of the directory, or else the site admin can't delete
anything.

Read:  Probably; I haven't tried it.  If you give it httpd ownership you
probably only need to give it read rights for the owner.  Try it and
see.
