This might not be totally relevant as I have not read far enough back to see the initial problem but feel what I actually do may
help a few folks.

Works on Cobalt RAQ3's and 4's. Bear in mind I do not do user webs etc etc - just standard FP sites.

1) Leave FP extensions off.
2) Setup a site admin user.
3) From SSH edit the /etc/passwd file and change the line reading:
USERNAME:x:145:100:USERNAME:/home/sites/site1/users/USERNAME:/bin/badsh
to
USERNAME:x:145:100:USERNAME:/home/sites/site1/web:/bin/badsh
(this basically logs that user directly into the main /web folder for their domain)
4) Upload using Frontpage using ftp://www.whateverwebsitename.com or ftp://123.123.123.123 (you must use ftp:// and not http:// or
ftp. or FP will still try over http and not ftp).
5) YMMV so don't blame me if it doesn't work :) Upload only using that user and pass (unless you do the above for several but I
don't recommend it).

One side effect however - if you ever remove that user from the cobalt gui that sites /web dir is deleted (due to it's association
with that users in the /etc/passwd file), revert the line in /etc/passwd and all will be fine.
