Yes.  You need to purchase it and install it.

It doesn't come pre-installed on the RaQ3, but it does on the RaQ4.  That's
not to say that there aren't hosting companies who've installed it on RaQ3s
that they're leasing though.

You can install Chilisoft ASP and you'll be able to access MySQL dbs on your
RaQ3 or external servers and Access databases on external servers.  There's
no way to run an Access DB natively on a RaQ.  I know you asked about ASP,
but if you're able to use PHP (which can run on the RaQs) it has built-in
functionality to work with MySQL databases and you can configure it for ODBC
support to work with Access databases.
