Neither are likely

ORBZ does not notify unless you are an ISP and ask for block
notifications, so he is full of it on that point, or confused about who
listed him.

ORBZ willclear an open relay that goes away very quickly, It seems
unlikely that it would carry over unless his isp is recycling blocks ina
matter of days, which in itself would make me a little suspiscous of the
isp ;P

It is of course possible that his isp is among the clueless that got their
smarthosts listed because they are full of customers that relay out from
open relays...sigh

A Lot of the big isp's required customers to use their outbound relays
thinking that alone would handle spam issues, and not really seeming to
understand that coupled with that is an obligation to actualy DO something
about the outbound mail they are now able to track...
