It is; it's called sendmail.cf and it's either in /etc or in /etc/mail
(I forget which).
If you mean the .m4 files, those aren't traditional; they're for wimps
<wry grin>.
Two caveats... if you change sendmail.cf DO NOT attempt to rebuild it
with .m4 files; if you do you'll have to add the changes again.
and...
before you rely on changes to .m4 files, try first copying sendmail.cf
to a safe place and then rebuilding it with the .m4 files and then
checking to see if the two are functionally equivalent; in some linux
distributions the .m4 files and the .cf files do NOT equate to the same
thing at all <frown>.
