Only one listener may bind to any one port.
The solution is to have a server-wide ircd and assign channel(s) to users
or
install multiple ircds, each listening on different ports.  Lucky is the
first customer who gets the default of 6667.

6667 is the default, but 666* is common, 7070 is also common.
