You might put the disk in another unix box and edit the /etc/inetd.conf to
start telnet (uncomment). Or maybe while you're at it you might just check
why admserv did not load (maybe check /var/log/* or /var/log/httpd/adm_error
or something) and try to fix it. But I would go for just making sure telnet
will be started from inetd, reboot the cobalt, telnet, make your changes
(the hard part). After that: stop telnet again and change the admin passwd.
