Thanks for the help, but I think I need telnet to do this and telnet is
disabled.  I can't get to the GUI to enable it.  Is there another way?

 ps ax | grep admserv
you should see something like:
475 ?        S      0:01 /usr/sbin/httpd.admsrv -f
/etc/admserv/conf/httpd.con
504 ?        S      0:07 /usr/sbin/httpd.admsrv -f
/etc/admserv/conf/httpd.con
probably a few more!
If you don't get that try
/etc/rc.d/init.d/admserv start
look for any errors.
then do ps ax | grep admserv again
