This could be a serious problem on any system, RaQ, Linux, Windows, with
or without Neomail or anyother webmail program.

I think what you're saying is that someone could find out someone elses
username and password and pretend to be that user.

They don't need neomail for that.

The idea is to keep your username-password pairs relatively secret.
