[cobalt-users] Keeping a file from being deleted

Okay, this may be stupid, but it's late and I can't remember if this can be
done.

I want to upload a page to each site that each site can reference, but I
don't want them to accidentally delete it.  I've tried everything I can
remember or think of with no success.

I know I can protect from accidental deletion by putting it under a
directory, but I prefer just putting it in their "web" directory

Any insight would be appreciated
