Yes. Thanks. Should have thought of that, too. It looks like some backup
files (we were restoring the server) were attributed to the users/sites that
were over quota...not sure why the ownership changed on the backup files but
I'm fairly confident that if we delete the backup files everything should
return to normal.

I'd still like to know how to uninstall the PHP with GD package though so
that new installs aren't possibly affected by this botched install. As I
said, we tried to install PHP w/out the new GD after but were forced to just
copy the old GD from another RaQ 4r to get the web server back Online. I'm
sure this isn't a positive thing.
