That's pretty fair; most people using dialup accounts for their own
mailservers are using them to spam. We do the same.
Neither we nor aol block aDSL accounts without permanent IPs, though. I
can't speak for them; we don't because we don't see much problem with
it; I think spammers are afraid to invest in iDSL accounts; they're
afraid they'll be turned off after spending a lot, I'd guess.
