What firewall? Sounds like it's a bit too aggressive on the
ports that it's blocking. By default ("active mode"), FTP
establishes a data connection from the server back to the
client. Unless they're using a firewall with an FTP proxy
service, you'll need to open up the "proper" port range for FTP
to connect back or to connect in passive mode (recommended).
In passive mode, the client makes all outbound connections; their
firewall needn't accept inbound TCP sessions on arbitrary ports.
Newer versions of ProFTPD even allow you to configure the passive
connection port range if you want to run a firewall on your end.
It's just the way that FTP and packet filters interact in
general.
