Depends what access you wish to give whom. I recommend root.root
with permissions 0440 unless you have a reason for otherwise.
If you run a logfile analysis script, make the owner the uid.gid
that the script runs as. It and root may then access the
logfile, and nobody else, and it's writable only by root.
