If you don't mind manually editting named.conf, zone transfers in
BIND are automated.  A "slave" will contact the "master" and AXFR
the new or updated zone.

As for detecting and transferring new zones, just run rsync over
an encrypted connection.  Restart named if there are new zones.
One can automate this with ease.
