I just did a dig on "134.71.135.64.in-addr.arpa.", which lists
ns1.usda.net as being authoritative. Has your upstream delegated
reverse DNS to you? If not, how do you expect the rest of the
Internet to know to use your nameserver? Reverse DNS authority
must be specified, in much the same way that forward DNS
authority is.
Unless ns1.usda.net is you, contact your upstream and tell them
to delegate reverse DNS to your nameservers. (You'll need to
specify which ones.)
