Yes, this is what I do and it works fine. I just give the site admin
user the site max as quota. If the site has a quota of 50MB, then the
site admin gets 50MB, all other users get 5MB. Extensive cron jobs
that effect all of the users on the server and run less than daily
will effect server performance. I tried once to have the mail queue
rsync'd with a backup server every 30 minutes and it was crashing
SMTP. Had to stop.
